It's basically the same thing, except it seems to be more comprehensive. I'm not an audio tech so I couldn't get into specifics. I JUST convinced my work to buy us the CS3 upgrades, not even knowing that 4 was in the works. Oh well, it's a huge leap from Premiere 2.0, and I love the way that Encore, Premiere, Photoshop, and After Effects all work so seamlessly together now.
